Sri Lanka Makes SLS Certification Mandatory for Sanitary Napkins from 8 October 2026
Sunchine Quality Control Technology Service Co., Ltd (Sunchine Inspection) wishes to inform manufacturers, exporters, importers, distributors, and brand owners that, under new regulations issued by the Sri Lanka Consumer Affairs Authority (CAA), the SLS Certification Mark will become mandatory for all sanitary napkins marketed in Sri Lanka effective 8 October 2026.
Issued under Section 12(2) of the Consumer Affairs Authority Act No. 9 of 2003, the regulation applies to both locally manufactured and imported products, including:
- Regular disposable sanitary napkins (SLS 1732)
- Disposable ultra-thin/slim sanitary napkins (SLS 1748)
From the enforcement date, only products certified by the Sri Lanka Standards Institution (SLSI) and bearing the SLS Certification Mark will be legally imported, distributed, or sold in Sri Lanka.
Key Certification Requirements
Manufacturers must:
✔Establish and maintain an effective Quality Management System (QMS).
✔Submit required product and company documentation.
✔Successfully complete factory audits and product testing.
✔Obtain approval from the SLSI Licensing Committee before certification is granted.

Products without the mandatory SLS Certification Mark may face:
